tried running local. No dice. This DB builds clean from Source.

Its not the quotes either....

Saw this, but didnt' help:

It runs from bamboo . I added the quotes around the exe path but its basically cut/paste from bamboo log and has same effect whether from bamboo or on local machine in CLI.
