It's definitely one of the rules doing this automatically. Check for a
rule that is called 'No activity against issue'. Actually, the rule could be
called anything, so if an administrator decided to give it a wierd name,
you'll have to check through all of the rules for:
When an issue... Has not had any activity for... X days...
Change it's priority... To make it more urgent
If you don't want the automatic elevation to happen, then delete the
rule, or just modify it so someone gets notified instead...
